DSWD traces history from pre-Hispanic times

Editor’s Note: The following account was taken from a research originally presented by Director Leo Reynoso during the JICA training on Independent Living held at Okinawa Social Welfare Colony, Naha City, Okinawa, Japan in January 2001.

While the Department of Social Welfare and Development (DSWD) considers 1951 its formal year of establishment, the year when President Elpidio Quirino issued Executive Order No. 396 creating the Social Welfare Administration under the Office of the President, historical evidence from an account written by current DSWD-Cordillera Regional Director Leonardo C. Reynoso proves that the concept of social welfare has in fact been practiced among pre-Hispanic Filipino communities.

Pantawid Pamilya partners trained on family development

Municipal partners of the Pantawid Pamilyang Pilipino Program of the Department of Social Welfare and Development in the region are currently being trained on the conduct of Family Development Sessions (FDS).

Held simultaneously in all provinces of the Cordillera, the activity aims to improve the capacities of partners from the local government units in implementing the FDS manual developed by the DSWD and its partners at the national level.

Among the participants attending the said training are the Municipal Social Welfare and Development Officers, Municipal Health Officers, and District Supervisors.

DSWD trains partners on handling CICLs

BAGUIO CITY – Some 55 members of the so-called pillars of the juvenile justice system in the region were recently trained here by the Department of Social Welfare and Development (DSWD) in the handling of children in conflict with the law (CICL).

Aiming to promote a multi-disciplinary approach in case management, representatives from the Police, the Justice Department and local courts, local government units’ social workers and non-government organizations have been reoriented on the restorative justice for CICLs, rights of children, and the juvenile justice and welfare system in the Philippines.

NGO to provide alternative learning for CICLs

SABLAN, Benguet – At least 12 children in conflict with the law (CICLs) who are under the care of the Regional Rehabilitation Center for the Youth (RRCY) operated by the Department of Social Welfare and Development (DSWD) here will be undergoing programs through the Alternative Learning System (ALS).

The program was made possible through the partnership of the DSWD-Cordillera and the Serving Neighbors Network (SNN), a non-government organization that provides various trainings and educational programs to poor communities.

SNN is the only NGO service provider in the area that is accredited by the Department of Education to provide the ALS.

More poor senior citizens to benefit under Social Pension

BAGUIO CITY – More poor senior citizens in the region will benefit from the Social Pension Program of the government as the Department of Social Welfare and Development (DSWD) is set to expand its coverage this year.

Data from the DSWD-CAR revealed that some 2,762 senior citizens in CAR will be added to the existing 3,566 social pensioners bringing the total number to 6,328.

DSWD Regional Director Leonardo Reynoso said the 77% increase in the number of beneficiaries in CAR is part of program’s expansion to an estimated 1, 297,159 million poor elderly Filipinos nationwide (based on NHTS-PR data) that are qualified for social pension.
